The World-Wide Judgment of God—Isaiah 24:1–13

Verses 1–4 spell out this massive, universal judgment that will affect all social and economic classes. Verse 1 states: Behold, Jehovah makes the earth empty, and makes it waste, and turns it upside down, and scatters abroad the inhabitants thereof.

Whenever Isaiah uses the word Behold, he always refers to something that is still future. Here he points to a future judgment upon the entire earth. The source of this judgment is God Himself. By the time the judgment has run its course, the results on the earth will be fourfold: first, He will make the earth empty; secondly, He will make it waste; thirdly, He will turn it upside down, almost picturing the South Pole becoming the North Pole; and fourthly, He will scatter abroad the inhabitants.

Isaiah emphasizes the universality of the coming Great Tribulation judgments in verse 2: And it shall be, as with the people, so with the priest; as with the servant, so with his master; as with the maid, so with her mistress; as with the buyer, so with the seller; as with the creditor, so with the debtor; as with the taker of interest, so with the giver of interest to him.

The extent of the judgment will be so universal that there will be an obliteration of all social and economic class distinctions. He shows six pairs of opposites, all of which will suffer greatly. The first three pairs are social classes: people and priest, servant and master, mistress and maid. The next three pairs are economic classes: buyer and seller, creditor and debtor, taker of interest and giver of interest.

Next he describes the effects on the earth in verses 3–4: The earth shall be utterly emptied, and utterly laid waste; for Jehovah has spoken this word. The earth mourns and fades away, the world languishes and fades away, the lofty people of the earth do languish.

In the Hebrew text, verse 3 reads a bit more emphatic than do most English translations. The Hebrew text literally reads: “Emptied, there will be the emptying of the earth. Spoiled, there will be the spoiling of the earth. For Jehovah has spoken this word.” Because God has spoken it, this will make certain that it will indeed come to pass.

Furthermore, in verse 4, the earth will fade away. The word for world means “the inhabited earth.” The world languishes and fades away. The lofty people, meaning “the upper classes,” all languish away.

After giving four verses spelling out this massive, universal judgment that will affect all social and economic classes, verses 5–6 spell out the reason God sends this judgment. Verse 5 states: The earth also is polluted under the inhabitants thereof; because they have transgressed the laws, violated the statutes, broken the everlasting covenant.

The reason for the judgment is that the earth has been polluted by man. Man has polluted the earth because he has transgressed the laws, violated the statutes, broken the everlasting covenant.

The question is: Which covenant is he speaking of in this passage? The answer is that this is the covenant that was made with the world in general. Specifically, it is the Noahic Covenant, found in Genesis 9:1–17. By violating the statutes and the specific commandments of the Noahic Covenant, the earth has been polluted by man.

The everlasting Noahic Covenant contains several statutes. First, the Covenant said: Be fruitful and multiply and replenish the earth (v. 1); secondly, man was to subject the earth for proper use (v. 2); thirdly, man was allowed to eat both vegetables and animals (v. 3); fourthly, the drinking of blood was forbidden (v. 4); and fifth, capital punishment was instituted (vv. 5–6). Whereas man has been faithful in keeping a minority of the provisions of the Noahic Covenant, he is far from keeping the majority of them. By means of disobedience to the Noahic Covenant, the earth has been polluted. The Noahic Covenant did give man authority over the earth, but it was authority to subject the earth for proper use, not for improper use; thus by violating the Noahic Covenant, the earth has been polluted. Because the earth has been polluted by means of breaking the Noahic Covenant, God is going to send this tremendous judgment upon the entire earth, specifically, the judgment of the Great Tribulation.

The very reason the curse has devoured the earth is stated in verse 6:

Therefore has the curse devoured the earth, and they that dwell therein are found guilty: therefore the inhabitants of the earth are burned, and few men left.

The curse is for disobedience to the Noahic Covenant. Because of this disobedience, the curse has devoured the earth and the inhabitants of the earth are burned. In the Noahic Covenant, God promised that He would never again destroy humanity by water. In the Great Tribulation, a massive proportion of humanity will be destroyed by fire; therefore, the inhabitants are burned. Indeed, many of the judgments in the Book of Revelation are judgments by fire. Fire will be the major means God will use to destroy humanity in the Great Tribulation (2 Pet. 3:10–12). The result will be that there will be few men left.

Furthermore, all sources of joy and gladness will be cut off as stated in verses 7–9: The new wine mourns, the vine languishes, all the merry hearted do sigh. The mirth of tabrets ceases, the noise of them that rejoice ends, the joy of the harp ceases. They shall not drink wine with a song; strong drink shall be bitter to them that drink it.

In verse 7, wine is removed. In verse 8, music is removed. In verse 9, whatever is left becomes bitter so that man can derive no joy or gladness from it.

Isaiah gives an example of the stricken city in verses 10–12: The waste city is broken down; every house is shut up, that no man may come in. There is a crying in the streets because of the wine; all joy is darkened, the mirth of the land is gone. In the city is left desolation, and the gate is smitten with destruction.

Isaiah uses the definite article The to point to a specific stricken city. Based on this description, the stricken city will be the city of Babylon. The city of Babylon, which is to be rebuilt during the second half of the Great Tribulation, will become the world capital under the Antichrist. As a result of divine judgment, the capital of the world will become a city of desolation. It will be so desolated that it will become inaccessible because the entry ways are blocked by their ruins. Both wine and song will be removed. As for the city, it will be characterized by desolation; as for the city gate, it will be characterized by destruction.

The application of the example to the whole world is given in verse 13: For thus shall it be in the midst of the earth among the peoples, as the shaking of an olive tree, as the gleanings when the vintage is done.

What is true of Babylon individually will also be true of the world in general: judgment is going to be world-wide. There will be massive destruction of the world’s human population until only a remnant is left.

There are several purposes for God’s bringing in the events of the Great Tribulation. One of the key purposes for the Tribulation is to make an end of wickedness and wicked ones (Is. 13:9). Isaiah 24:1–13 has been emphasizing this purpose.

B. The World-Wide Glorification of God’s Name—Isaiah 24:14–16a

The second point deals with the world wide glorification of God’s name that comes suddenly from all directions. It comes from the west in verse 14: These shall lift up their voice, they shall shout; for the majesty of Jehovah they cry aloud from the sea.

The expression from the sea was always westward of Israel. From the west, there is a lifting up of their voice; the reason they shout is to glorify the majesty of Jehovah.

It comes also from the east in verse 15: Wherefore glorify ye Jehovah in the east, even the name of Jehovah, the God of Israel, in the isles of the sea.

Finally, it comes from the uttermost parts of the earth in verse 16a: From the uttermost part of the earth have we heard songs: Glory to the righteous.

In the midst of the massive judgment of the Great Tribulation that falls upon the earth and the total removal of such things as wine and song that cause mirth and gladness, the picture is that there is still a world wide glorification of God’s name. The song they are singing is: Glory to the righteous.

The question is, “Who are the righteous ones glorifying God in the middle of this tremendous period of judgment?” The answer is, “Those who are praising God and singing the songs of God in the context of this tremendous judgment are identified as Jewish and Gentile believers, who were living during the period of the Great Tribulation.”

Isaiah does not provide the details, but interestingly enough, Revelation 7 follows the same outline as Isaiah 24. For example, Revelation 6 describes the Seal Judgments, in which there is massive destruction of the earth’s surface and population. Isaiah 24:1–13 spells out judgments corresponding to Revelation 6. In Revelation 7:1–8, there is a group of people glorifying the name of God: the 144,000 Jews. Revelation 7:9–17 records that myriads of Gentiles are saved by the preaching of these 144,000 Jews, and they are glorifying God’s name. Isaiah 24:14–16a describe the glorification of God’s name corresponding to Revelation 7. In Revelation 8–9, John turns to the next series of judgments, the Trumpet Judgments. Isaiah 24:16b–20 describes the devastation of the earth that corresponds to the judgments of Revelation 8–9. The first reason is: for you have done wonderful things. In Isaiah 9:6, one of the messianic names was Wonderful Counsellor. Because God’s program will be played out, all of His wonderful counsel will come to pass.

The second reason for praising God’s name is because He has destroyed Babylon and sent His divine judgment in verses 2–3: For you have made of a city a heap, of a fortified city a ruin, a palace of strangers to be no city; it shall never be built. However, it will be destroyed at the end of the Tribulation. As a result, after the imperial city is destroyed, it will never be rebuilt. In verse 3, another result is that a strong people will praise and fear the Lord.

The third reason for praising God’s name is for delivering the faithful Remnant according to verses 4–5: For you have been a stronghold to the poor, a stronghold to the needy in his distress, a refuge from the storm, a shade from the heat, when the blast of the terrible ones is as a storm against the wall. The removal of the covering means a removal of sorrow.

The reason for the removal of the covering is given by verse 8: He has swallowed up death for ever; and the Lord Jehovah will wipe away tears from off all faces; and the reproach of his people will he take away from off all the earth: for Jehovah has spoken it.

Isaiah spells out three reasons for the removal of the covering. First, there will be the elimination of death for believers in the Kingdom. According to Isaiah 65:20, unbelievers will die at one hundred years of age, but believers will live throughout the Messianic Kingdom. The second reason is that God will wipe away tears from off all faces. And the third reason is that the reproach of Israel will be removed. The assurance of this is: for Jehovah has spoken it; what God has spoken, He will certainly bring to pass.

C. And he shall spread forth his hands in the midst thereof, as he that swims spreads forth his hands to swim; but Jehovah will lay low his pride together with the craft of his hands.

In verse 10, he centers his attention on Moab, a very good representative of Israel’s enemies. The judgment of Moab is typical of the judgment God will pour out upon other Gentile nations that have turned against the Jews. By the time God’s judgment has run its course, the enemy nation has become like a watery cesspool.

Verse 11 describes two things that the moving of the hand of Jehovah will accomplish. First, the hand of Jehovah is placed upon Zion for protection. When the hand of Jehovah is placed upon Moab or other enemies of Israel, it is for destruction and the pride of the enemies of Israel is destroyed. The picture is that of Israel’s enemies trying to swim through a cesspool, but the struggle of swimming results in their sinking further into it. Someone sinking in a cesspool has lost any sense of pride or dignity. Those who exercise pride over Israel are seen in this kind of demotion.

Finally, every enemy fortress has also been destroyed in verse 12: And the high fortress of your walls has he brought down, laid low, and brought to the ground, even to the dust.

This song of Isaiah is a song of praise that Israel will be singing throughout the Messianic Kingdom and can be summarized as follows: first, they will praise God for deliverance (vv. 1–5); secondly, they will praise God for millennial blessings (vv. 6–8); and thirdly, they will praise God for the judgment of Israel’s enemies (vv. 9–12).

III. The Learning of Righteousness by Means of Judgment—Isaiah 26:7–10

The second part of the song of salvation deals with the learning of righteousness by means of judgment. The characteristics of the righteous are described in verse 7: The way of the just is uprightness: you that are upright does direct the path of the just.

The way of the just is characterized in two ways. First, it is characterized by uprightness; the just do righteous acts. And secondly, its paths are directed by an upright God.

Isaiah deals again with something he said earlier in chapter 24:14–16a, where he described a group of people who are praising and worshipping God in the midst of judgment and states the principle that allowed this whole thing to happen just this way. The response of the righteous is mentioned in verses 8–9: Yea, in the way of your judgments, O Jehovah, have we waited for you; to your name, even to your memorial name, is the desire of our soul. With my soul have I desired you in the night; yea, with my spirit within me will I seek you earnestly: for when your judgments are in the earth, the inhabitants of the world learn righteousness.

In verse 8, throughout the Tribulation, the faithful Remnant has come to the Lord. Throughout the judgments of the Tribulation, they have waited for the Lord. Now, they have a desire for His memorial name. Now, they want to have an intimate knowledge of God. In verse 9, this desire for an intimate knowledge of God is with the whole man: With my soul and with my spirit. The principle is: when your judgments are in the earth, the inhabitants of the world learn righteousness.

The purpose of the judgments of the Great Tribulation is twofold: first, it is a judgment against sin, to make an end of wickedness and wicked ones; secondly, it is to bring people to their senses. Indeed, many will learn righteousness when your judgments are in the earth. The many who become believers during the Great Tribulation will become so because of these judgments of God.

The result of these judgments is also twofold. First, in the end, those who will not learn righteousness will suffer Hell. Secondly, those who learn righteousness will have the privilege of entering into the Messianic Kingdom. While the righteous will respond by faith in the midst of these judgments, many others will reject God because of these very same judgments.

The response of the unrighteous is given in verse 10: Let favor be showed to the wicked, yet will he not learn righteousness; in the land of uprightness will he deal wrongfully, and will not behold the majesty of Jehovah.

The unrighteous take a different view of those very same judgments from God. Even if favor is shown to the unrighteous, yet he will not learn righteousness. Even if he lives in the land of uprightness, he will still deal sinfully because he will not submit to the majesty of Jehovah.

In the Tribulation, some will interpret the judgments as meaning that God is unjust and therefore turn away from Him. Others will see the righteousness of God in the judgments and turn to Him. The same thing will be true in the Millennium. Whereas in the Tribulation, it was judgment; in the Millennium, it is going to be favor. Indeed, many will respond to God’s favor in faith. After 1,000 years of the most perfect environment and all their needs provided for, many others will revolt against God’s authority. That is why, even in the Kingdom, there will still be sin and death.

C. In Micah 2:12, the specific place where the Jewish Remnant flees is the city of Bozrah, which is better known by its modern name Petra.

The purpose of the indignation from which they are to hide is spelled out in verse 21: For, behold, Jehovah comes forth out of his place to punish the inhabitants of the earth for their iniquity: the earth also shall disclose her blood, and shall no more cover her slain.

The purpose of the indignation is to punish the inhabitants of the earth for their sin; the earth will refuse to soak up her blood. The Purging of Israel’s Sins—Isaiah 27:7–9

The fourth point concerning Israel’s final restoration is the purging of Israel’s sins. Verse 7 raises a question: Has he smitten them as he smote those that smote them? or are they slain according to the slaughter of them that were slain by them?

The question is, “Has God ever devastated Israel the same way He has devastated Israel’s enemies? or has Israel ever suffered the same type of vengeance that the Gentile nations have?”

The answer is “no” according to verse 8: In measure, when you send them away, you do contend with them; he has removed them with his rough blast in the day of the east wind.

God has never destroyed Israel, but their punishment was tempered by measure; in other words, Israel will not perish by a judgment that exceeds the measure. They were dispersed until they realized what their sins were.

The iniquity of Jacob will be forgiven by means of their punishment according to verse 9: Therefore by this shall the iniquity of Jacob be forgiven, and this is all the fruit of taking away his sin: that he makes all the stones of the altar as chalkstones that are beaten in sunder, so that the Asherim and the sun images shall rise no more.

The fruit of taking away of his sin is seen in that all of Israel’s idolatry will now be removed.
